Automated External Defibrillator (AED) policies Main Content

I. Purpose

The purpose of Southern Illinois University (SIU) Automated External Defibrillator (AED) Program is to develop a process that will result in a well organized and effective emergency response plan for cardiac arrest victims. An AED is used to treat victims who experience sudden cardiac arrest (SCA).

II. Policy

A. Automated External Defibrillators (AEDs) shall be maintained on the premises of Southern Illinois University Carbondale. The ownership, maintenance, and use of these devices shall be in compliance with the following relevant legislation:

Cardiac Arrest Survival Act of 2000 (Public Law 106-505, Title IV)

Illinois Automated External Defibrillator Act (410 ILCS 4/, effective Jan. 1, 2000)

AED Amendment to Good Samaritan Act (Illinois HB1773)

Automated External Defibrillator Code (77 Ill. Adm. Code 525)

Physical Fitness Facility Medical Emergency Preparedness Act (210 ILCS 74/5.25)

B. The AED shall be used only by trained individuals and for emergency situations that are in compliance with national standards and guidelines set forth by the American Heart Association or American Red Cross.

C. All AEDs must be registered with and approved by the SIUC Student Health Center (SHC) Medical Director (hereinafter referred to as Medical Director or his/her designee) at the SIUC SHC.  

III. Procedure

The Medical Director must be notified of the placement of AEDs on campus.   

The type of devices, intended use areas, plan for maintenance and testing, location of the device(s) on the premises, and list of trained potential users (including copies of their certification cards) shall be confirmed annually in writing by the SIU AED Program Medical Director.

A.  Notification

1. All departments with an AED must notify the SIU Medical Director and complete a Registration Form (Attachment 1).

2. An AED must be registered with the SIU Medical Director regardless of whether it was purchased or donated. 

B.  Location, Type and Testing of AEDs

1. AEDs shall be stored and placed in accordance with the manufacturer’s recommendations and American Heart Association guidelines; and,

     o Out of reach of children

     o Labeled with “Only trained AED users shall operate.” 

2.  An inventory of AED locations will be maintained by the Department of Public Safety.   

C.  Maintenance

1.  Each department assigned with an AED must designate an AED agent who shall be responsible for compliance with the SIU AED Program in their department, including but not limited to, record keeping, maintenance and testing of the AED, and completing regular checks in accordance with the manufacturer’s recommendations and requirements. 

2. The individual departments having AEDs will be responsible for proper testing and documentation of maintenance in accordance with the schedule of maintenance from the operating manual of the AED.  The AED agent in his/her respective department shall forward notice of adherence to the maintenance requirements for the AED to the Center for Environmental Health and Safety by the 1st day of each month. 

3. Documentation shall record the date and type of maintenance/testing, and the signature of the person performing the maintenance/testing. (American Heart Association – Automated External Defibrillator Maintenance Checklist).

4. CEHS shall provide maintenance and testing compliance report yearly to the SIU Medical Director.

5. The verification report from CEHS of maintenance and testing will be maintained by the SIU Medical Director, or his or her designate, for a period of ten (10) years.

D.  Corrective Action for Deficiencies

1. Any deficiency identified will be immediately brought to the attention of the SIU AED Program Medical Director who will decide on a case-by-case basis what action should be taken to correct the deficiency. 

2. All deficiencies in machine performance shall be handled on a case-by-case basis with the assistance of the manufacturer’s representative if necessary. ‘Deficiencies’ does not include low batteries that need to be replaced.  Units indicating low batteries shall have the batteries replaced by the departments as soon as possible.  

3. If a machine is found to be malfunctioning, the SIU AED Program Medical Director will direct the department to place the AED unit out of service until it can be repaired or replaced. 

E.  Training in Use of the AEDs

1. Only those who have been trained in the use of AEDs are permitted to use them.  

2. Training shall be conducted by certified trainers, according to Red Cross or American Heart Association guidelines. It shall include CPR training and a required reading of this program in its entirety.

3. Training records will be kept by the Student Health Center.  It will be the responsibility of each department using AED(s) to schedule designated personnel to attend one of the annual training classes.  When training is successfully completed, copies of certification cards are to be sent by the trainees to the SIU Medical Director, who will keep copies in the office of the SHC Training Assistant.    

F.  Using an AED

1. Determine unresponsiveness of victim and activate Emergency Response Plan, per Red Cross or American Heart Association training and guidelines.

2. If a victim is unresponsive, call “9-1-1” for Emergency Medical Services (EMS) and obtain the AED from its location.

3. If possible, designate an individual to wait at the facility entrance to direct the EMS to victim’s location.

4. Place the AED near head of victim, close to AED operator.

5. Prepare and use the AED. Refer to American Red Cross http://www.redcross.org/prepare/location/workplace/easy-as-aed or American Heart Association.

6. Upon arrival, EMS shall take charge of the victim.

7. Provide victim information: name, age, known medical problems, time of incident.

8. Provide information on victim’s current condition and the number of AED shocks administered.

9. It is strongly recommended that trained AED users receive training on Bloodborne Pathogens.

G.  After Use of AED

1. The SIU Medical Director shall be notified of any AED use.

a.  A complete utilization report (Attachment 2) following AED use shall be delivered to the Southern Illinois University Carbondale AED program Medical Director,  

b. Critical Incident Debriefing session to evaluate the incident will be held within seven (7) days for all initial responders and trained AED users involved in the incident. This session will be called by the SIU Medical Director.

c. If necessary, the SIU Medical Director shall recommend changes in rescue practice.

2. The AED will be checked and put back in a state of readiness per American Heart Association guidelines and the manufacturer’s recommendations.

H.  Medical Oversight and Program Review Committee

1. Representatives from the following groups will constitute the Southern Illinois University Carbondale AED Committee. The AED committee will have oversight of this AED program and will review it annually, making revisions as necessary:

Public Safety

Risk Management

Student Health Center

2. The SIU Medical Director will review each case in which the AED was used.

3. The SIU Medical Director will report findings to the committee annually or as needed.
