Issuance of Transcripts Policy

Current or former students may obtain an official or unofficial copy of their academic transcript upon on-line or written request to the SIU Carbondale Registrar. In addition, the University will issue an official or unofficial copy of a student’s academic transcript to a third party upon written and signed request by the current or former student or as otherwise permitted or required by law.
SIU Carbondale will not refuse a current or former student’s requests for an official or unofficial academic transcript because the current or former student owes a debt to or has a balance with the institution of any amount and regardless of the transcript's intended recipient. A student who owes a debt to the institution will not be given less favorable treatment for their request for a transcript. The university may impose a reasonable fee for the provision of official or unofficial copies of the academic transcript but will not charge a higher fee when a student has a debt or balance with the university. SIU Carbondale’s issuance of a transcript or diploma under this Policy does not alter the balance or debt owed by the current or former student. These debts or past due balances will be collected in the same manner as all other student debts/past due balances.
SIU Carbondale will issue a diploma and provide and replacement copies of a student's diploma(s) upon request to students who have graduated from SIU Carbondale. SIU Carbondale will not refuse requests for diplomas or official copies of diplomas and will not withhold diplomas because a student owes a debt to or has a balance with SIU Carbondale of any amount and regardless of the diploma's intended recipient. SIU Carbondale may impose a reasonable fee for the provision of official copies of a student's diploma(s) but will not charge a higher fee when a student has a debt or balance with the university. SIU Carbondale’s issuance of a transcript or diploma under this Policy does not alter the balance or debt owed by the current or former student. These debts or past due balances will be collected in the same manner as all other student debts/past due balances.
Upon implementation of this Policy, if a current or former student has previously had a transcript or diploma withheld from them because the student owed a debt to the institution, the current or former student may request their transcript or diploma using the university's standard ordering procedures and the transcript or diploma will be provided to them without regard for any holds that might have been previously imposed.
A current or former student who believes that they have had a transcript or diploma withheld improperly according to this policy may make a complaint with the Illinois Attorney General's Student Loan Ombudsperson by emailing loan.reports@ilag.gov or calling 1-800-455-2456. Alternatively, they may direct their concern to the Associate Vice Chancellor for Enrollment Management (or designee).
