Waiver of Tuition and Fees

[The following was approved on April 25, 1996, and revised on June 8, 2004, and by the President on August 6, 2004, in accordance with provisions set forth in SIU Board of Trustees 4 Policies A.6.]

Tuition

Board of Trustees Policies [4.A.6.b-c] authorize tuition waivers as follows:

  1. Employee tuition waivers. Tuition shall be waived for all faculty, staff, and graduate assistants and for civil service employees, as prescribed in their Personnel Policies.
  2. Undergraduate student tuition waivers. The chancellor is authorized to award undergraduate tuition waivers on the basis of demonstrated financial need, scholarship, university-related activities, or the non-resident portion of tuition for dependents of graduate students holding graduate assistantships, fellowships, or traineeships. In determining the total number of such waivers, the chancellor should bear in mind the Illinois Board of Higher Education policy limiting institutional undergraduate tuition waivers to 3% of the full-time equivalent undergraduate enrollment.
  3. Graduate student tuition waivers. The chancellor is authorized to waive tuition for graduate students upon the basis of demonstrated financial need, scholarship, or service in university-related activities, the non-resident portion of tuition for dependents of graduate students holding graduate assistantships, fellowships, or traineeships , or for the non-resident portion of 601 Continuing Enrollment.

Fees

General student fees are mandatory fees assessed by term as a condition of enrollment in the university and for a specified purpose. Authority to establish general student fees is reserved to the Board of Trustees (4 Policies A.2.a.2 and A.3.a.2). General student fees, like tuition, are viewed as a part of the cost of education, and are assessed as a condition of enrollment in the university. As such, the assessment or the waiving of these fees is not necessarily directly related to usage or the direct benefit gained by an individual student. However, exemption from assessment or the waiving of a fee precludes the student from those opportunities directly associated with the purpose of the fee and not otherwise available to the general public.

Exemptions from assessment of general student fees are granted for the following:

  1. Faculty, administrative and professional, and civil service employees enrolled for classes shall, with approval required by the applicable personnel policies, be exempt from assessment of all general student fees.
  2. Students enrolled under the classification of "off-campus enrollment" shall be exempt from assessment of all general student fees.
  3. No general student fees shall be charged to extension and residence center students.
  4. Students enrolled in the School of Medicine and attending the Springfield Medical Facility shall be exempt from assessment of the:
    1. Student Recreation Fee
    2. Student Center Fee
    3. Athletic Fee
    4. Revenue Bond Fee
    5. Campus Recreation Fee
    6. Students' Attorney Fee
    7. Mass Transit Fee

    Collections from the full portion of the Student Activity fee paid by these students shall be transferred to an account to be used to fund student activities at the Springfield Medical Facility. Since no portion of the fee is withheld for support of the Rainbow's End Child Care Program or the Campus Safety Program, the services of these respective programs are not available to these students. 
    Collections from the SMB-Primary Care Fee are paid to the Family Practice Center in Springfield to provide comparable health care for these students. All medical students are assessed the SMB-Extended Care Fee and participate in the benefits of that program.
  5. Students assessed the Student Medical Benefit Fee shall be eligible for a refund of a portion of that fee corresponding to duplicate coverage of health care upon presentation of appropriate evidence of such coverage. Similarly, a refund may be authorized for those students precluded from use of the Student Health Program by unusual or extreme geographic considerations.
  6. Graduate and professional students shall be exempt from assessment of the Student-to-Student Grant Fee since such students are not eligible to participate in that program due to policies of the Illinois Student Assistance Commission (ISAC). Undergraduate students may have this fee refunded upon proper request in accordance with ISAC policies.
  7. Students enrolled in the Evening and Weekend Program shall be exempt from assessment of the following general student fees:
    1. Student Medical Benefit
    2. Athletic Fee
    3. Student-to-Student Grant
  8. Students enrolled under a training grant specifying waiver of both tuition and general student fees shall have such general student fees paid from an appropriate university account into the account of the respective general student fees. Such students shall be entitled to all opportunities associated with the payment of the respective general student fees.
  9. Students enrolled in approved short-term designated, Public Community Service courses shall be exempt from assessment of general student fees, but shall instead be assessed a $3.00 per credit hour fee to be divided equally between the Student Center Fee and the Student Medical Benefit Fee. Such students shall be eligible for limited primary medical care during the time of the course enrollment.
  10. Graduate students registering for Continuing Research 601 are not assessed any general student fees. Student fees associated with courses taken for credit in addition to Continuing Research 601 will not be waived.
